Background

Ayata is located in the province of Munecas, Bolivia. Munecas province is occupied by 25.848 inhabitants that migrate actively. Approximately 99,5% population of Ayata live under the poverty. This area has a poor accesibility to transportation and telecomunication means. This condition is worsen by the fact that they speak the local dialect Aymara and Quechua which is different from the national spoken language, Spanish. Generally, the area of Ayata is subjected to several natural hazard risk including landslides, forst, hail, flood, and drought.In order to eliminate the effect of natural hazard, an effort to overcome the damage is required. Generally, there are two main steps in the natural hazard mitigation : pre-disaster and post'disaster. Post disaster step reguires a big amount of fund and other allocation of sources. This effort will be even much more when a community does not have a pre-disaster management system. Therefore, it is important to inform a community of the importance of emergency prepararedness.

The Role of Geographic Information System in the disaster management

Geographic information system plays an important role in the management of hazard, consisting of prevention effort, mitigation, emergency response and rehabilitation effort. A map is the best way to visualize the vulnerability of an area.In case of natural hazard episode, either pre or post disaster, rescue activities have to be conducted to overcome the health problem of the casualties and to prevent a worse health effect. Some important activities include evacuation, health sevice, and health and food logistic distribution. These activities require an accurate information concerning the number of population and the location to allocate the victims.

Generally, the important informations required in natural disaster mitigation includes :

  • The area and the geographical location of the disaster and the estimation of the number of population
  • Transportation line and communication system
  • Water, foods, sanitary facilities supply, and residence
  • Number of casualties
  • Damage, service condition, medical aids and safety crew in the health facilities
  • Location and the number of the refugees
  • Estimatoin of the deaths and missings.

Geographic Information System plays an important role in determining emergency camps location of health facilities, water supplies, refugees distribution, and food supply. The combination of this information with spatial information will become an imporant input for coordination and management in emergency response phase.

Objectives

The objective of the Bolivia WEBGIS is to provide an overview of the potential natural disaster area in Ayata and the important resources in disaster mitigation effort. This WEBGIS target is to give contribution for government in the planning of management system in emergency response phase in case of the natural disaster occurance.

Method

The Bolivia WEBGIS was built in several steps : preparation of the spatial data (map editing), building up the webgis composed by the preparation of mapfile, template file, and the chameleon file. The work was done in computer lab of Politecnico di Milano, Como campus.
